About Dr. Sian - Board Certified Plastic Surgeon

Dr. Sian was born and raised in Manila, Philippines. He obtained his undergraduate education at the prestigious University of the Philippines and graduated magna cum laude in BS Biology. He got his medical degree at the University of the Philippines College of Medicine and graduated in the top 1/5 of his class. He was the president of his medical school fraternity which was actively engaged in civic, social and academic activities. He took the Philippine licensure exam in 1990 and placed 13th out of 2600 examinees.

After graduating from medical school, Dr. Sian came to the United States in 1991. Residency positions in General Surgery are perenially much fewer than the number of applicants, thus, it is a highly competitive field for US medical school graduates and even more so for foreign medical graduates. Despite this, Dr. Sian managed to get accepted for general surgery training in New York City. Dr. Sian completed his general surgery residency at the State University of New York in Brooklyn in 1996. He received the Thomas W. Pollack Award, a top honor given each year to one of the graduating surgical residents as voted on by the attending surgeons in the Department of Surgery at SUNY-Brooklyn.

Dr. Sian was accepted at the Indiana University Plastic Surgery program where he completed his training in 1998.

Dr. Sian is one of very few plastic surgeons in the Central Valley with additional fellowship training in Aesthetic Surgery. He trained under Dr. John Q. Owsley in San Francisco. Dr. Owsley is better known for his pioneering efforts in the 1970's which helped popularize the "SMAS technique" in facelifts. With the advent of the "SMAS technique", tension was transmitted to the deeper tissue layer of the face which helped achieve a more lasting facelift result at the same time minimizing complications associated with excessive tension on the skin.

Dr. Sian has been in Fresno, California since 2002 and he has been actively engaged in the practice of plastic surgery. He is a clinical assistant professor in surgery with the UCSF-Fresno Medical Education Program. He participates in the training of surgery residents and he gives lectures to the UCSF medical students. He is also involved in basic science research activities done in collaboration with the California State University-Fresno. He holds an adjunct professor position in the Department of Biology, College of Science and Math at the California State University-Fresno.

Dr. Sian is certified by the American Board of Plastic Surgery and he is an active member of numerous prestigious medical organizations which include the American Society for Aesthetic Plastic Surgery (ASAPS), American Society of Plastic Surgeons (ASPS), American College of Surgeons (ACS), California Society of Plastic Surgeons (CSPS) and the Fresno-Madera Medical Society.

Each year, the Fresno Magazine conducts a survey among the local practicing physicians to determine the leading practitioners in each of the medical specialties. Dr. Sian has been consistently voted by his peers as among the best plastic surgeons in Fresno. He has also been listed by the Consumers’ Research Council of America as among "America’s Top Surgeons".

Fresno Plastic Surgery is one among several UCSF-Fresno centers of excellence.

Dr. Sian is an avid swimmer and he was a member of the varsity team during his college years. His other interests include cycling, squash, badminton, poker and wine.
